What is a Display Energy Certificate?
A Display Energy Certificate (DEC) shows the actual energy performance of a public building based on its operational energy usage over the previous 12 months. The certificate provides an energy efficiency rating from A to G and must be clearly displayed in qualifying buildings visited by the public.

DEC Certificate Legislation
Current legislation requires all Display Energy Certificates to be lodged on the UK Government’s Landmark database, where they can be freely inspected by the general public. This transparency is designed to encourage organisations to improve the energy efficiency of their buildings and reduce carbon emissions.
The occupier of the building is responsible for ensuring that a valid DEC is clearly displayed and visible to the public at all times.
For buildings with a total useful floor area of more than 1,000m²:

The Display Energy Certificate is valid for 12 months

The Advisory Report is valid for 7 years
For buildings with a total useful floor area between 250m² and 1,000m²:

The Display Energy Certificate and Advisory Report are both valid for 10 years
Failure to comply with DEC legislation can result in significant financial penalties and reputational risk.

The penalty for failing to display a valid DEC is £500

The penalty for failing to hold a valid Advisory Report is £1,000
These regulations are enforced by local Trading Standards officers, who can issue repeat penalties every 28 days until compliance is achieved.
In addition to financial penalties, organisations may also face reputational damage for failing to comply with important environmental legislation and public sector energy efficiency requirements.
DECs can only be produced by qualified and accredited Energy Assessors who are required to act independently and in accordance with current UK legislation. The Energy Assessor is responsible for carrying out the energy assessment, producing the Display Energy Certificate and Advisory Report, and lodging the documents on the Government’s Landmark database for public access and compliance purposes.
